The job’s primary responsibility is to provide expertise in Geographic Information Systems and data and analysis in support of capital planning, program analysis and distribution, student accommodation, school boundary studies, Educational Planning Services programs and operations, and strategic planning initiatives. The incumbent determines internal client needs and proposes optimal GIS and geospatial technologies and solutions to meet business needs.
The job includes creation, collection, and data management with the highest level of accuracy. The incumbent also leads the geocoding process of all ECSD students, facilities, and schools, supports the division with map production and various geographic information systems requests and tools, and application development and maintenance such as the School Finder Tool and other dashboards.
The job requires development and professional relationships with the government, other School boards, businesses, communities, and other non-government organizations for collaboration and information sharing as well as representation of the division at meetings with these groups. The job provides leadership, guidance, and technical advice to division staff in areas of expertise.
Job Responsibilities Include:
Develop and manage the Educational Planning Services database
Managing master data, including creation, updates, and deletion
Create best-practice reports based on data mining, analysis, and visualization
Coordinate with I.T regarding servers and database access and maintenance
Create processes and procedures for the management of geographic data and reporting products
Data acquisition: gather data relevant to Educational Planning programs, including but not limited to the following: demographic data, City of Edmonton data, and other school division data
Database management: collect, organize, and maintain datasets from government partners such as ACU reports, VFA reports, housing and population data, socio-economic data, etc.
Processing confidential data and information according to guidelines and division policies
Managing and designing the reporting environment, including data sources, security, and metadata
Lead the creation of a file structure for geographic data and map files
Provide Educational Planning and other departments with GIS-related data needs
Provide data and analytic work to the Division Planners in support of Capital Planning, including Three-Year Capital, Ten-Year Facilities, and Modular Plans
Support the department through data analysis and mapping
Support initiatives such as program reviews and boundary reviews
Work within student information databases and systems
Assist in monitoring student distribution and school utilization
Identify trends and opportunities for growth through analysis of complex datasets
Work with staff to create a GIS plan and vision for the Division
Prepare analytic reports using different data types to be included in Educational Planning deliverables. These include student migration, In/out boundary analysis, program analysis, student-sibling data, social vulnerability report, etc.
Manipulate and extrapolate external data sources to support and enrich planning projects
Lead the geocoding process and analysis
Assist in the division’s student projections and participate in planning activities
Coordinate updates of school boundaries for the School Finder tool
Represent the Division’s interests in meetings with the City of Edmonton, the Government of Alberta, the Edmonton Public School Board, and other educational, municipal, and provincial jurisdictions
Work with Transportation Services to create an interface for ArcGis to calculate coordinates
Work with I.T in maintaining and updating the School Finder Tool, School Profile Dashboard, and other I.T and server-related concerns
Coordinate with Baragar Systems to ensure ECSD’s data are up to date
Oversees renewal of ArcGIS license
Managing GIS users and users' roles
Provide software troubleshooting
Ensures that systems and software are up to date
Training end-users on applications and dashboards
Work with student address information on new processes to define neighbourhoods and coordinates
Ensure a residence neighbourhood is attached to each student’s file in the digital student records system
Create and coordinate school enrolment projections for budget and data requests
Work with unit staff to resolve problems and address software limitations
Provide support to school-find tools for internal and external stakeholders
Geo-code students for departments
Integrate and convert PowerSchool information into GIS files
Ensure the accuracy of data regarding such factors as an address, age, grade, program, attending school, and designated school
Perform analysis related to student information
Coordinate with I.T. and/or School principals whenever there are discrepancies with student information
Compile data to identify priorities for new school construction
Identify a neighbourhood and coordinates for all students and update daily
Manipulate and extrapolate external data sources to support and enrich planning projects
Provide accurate data to ensure compliance with provincial regulations such as the calculation of the distance of a student’s residence from their designated school
Support and assist with data requests
Perform daily updates on student addresses
Ensures student information is handled in accordance with FOIP regulations
Mentor new staff on GIS applications and its capabilities
Provide information and advice in areas such as neighbourhood demographics, pre-enrolment processes, enrolment limits, and forecasting
Provide guidance and advice in area of expertise to team members
Collaborate with different ECSD departments and provide GIS support
Provide input into the Division’s policy development process and recommend changes to guidelines and procedures
Foster and maintain relationships for data and GIS with outside agencies
Prepare and present material for meetings with trustees, senior administrators, staff, schools, and the community
Collaborate and work with other agencies including the City of Edmonton, the Government of Alberta, other school jurisdictions, and community agencies
Lead the production of ECSD Maps for superintendents and other departments
Update all school attendance boundary maps on the ECSD internal and external sites
Develop applications and dashboards to support ECSD projects
Lead the creation, acquisition, and maintenance of all relevant data necessary for the support of data-driven decisions
Job Qualifications Include:
A two-year diploma in Geographic Information Systems or a related field, along with two years of directly related experience, preferably in government operations
Proficient in using ESRI products (ArcGIS Online, ArcGIS Desktop, and ArcGIS Pro), including editing data, performing analyses, and producing maps
Proficient in using AutoCAD, PowerBI, Excel, MS Office
Comprehensive knowledge of spatial data maintenance, including creating, updating, quality checking, and metadata
Knowledge of project management principles and practices
Knowledge of information management principles and practices including Freedom of Information and Protection of Privacy (FOIP) Legislation
Knowledge of workplace safety and awareness of Occupational Health and Safety regulations
Awareness of the student records system and Alberta Education regulations relating to accommodation andprograms
General understanding of the Division’s and department’s programs, operations, and business
Strong written and oral communication skills and the ability to explain technical information to a range of clients
Strong problem-solving and needs assessment skills and the ability to develop solutions
Strong time management and organizational skills and the ability to balance conflicting demands and priorities
Strong teamwork skills with the ability to perform tasks on their own initiative.
Strong collaborative skills and the ability to participate on multi-disciplinary teams
Strong research and data analysis skills
